Construction Certificates

Once your Development Application (DA) is approved and before you start any building or construction work, you'll need to apply for a Construction Certificate (CC).

This certificate confirms that the construction plans and development specifications are consistent with the development consent, and comply with the Building Code of Australia (BCA) and any other council requirements.  These requirements are covered in the conditions of your development consent – it is very important that you have read and familiarised yourself with them.

The plans will most likely contain a lot more information than your approved DA plans, to allow your builder to work directly from them.

It is important to note that the building must be consistent with approved construction plans and the development consent.

Any plan changes that are inconsistent with the approval will need to be assessed, and an application to modify the development consent may be required prior to those works commencing (a Section 4.55 Modification).

If you are using a licensed builder and wish to receive a quote for a CC, please email the following information:

1.      Full set of council stamped plans;

2.     Notice of Determination (DA Consent);

3.     Details of the licensed builder you will be using (or a shortlist) – please note Form does not work with Owner Builders; and

4.      Confirmation you will be proceeding with all the work approved under your DA or, if you wish to stage construction, details of the works you wish to undertake with your first CC (Staged CC).

The CC Process

  • Read your Notice of Determination and familiarise yourself with all conditions of consent.

  • Email us to get a quote

  • Included with our fee proposal and service agreement is a checklist detailing all the documentation we require to assess your CC application. Collate all of these before submitting your application.

  • From 1 July 2021, all CC applications must be lodged through the NSW Planning Portal.

    1. Register for a NSW Planning Portal account to start your application.

    2. Log in to complete the online application form.

  • Assessments generally take about a fortnight from receipt of all checklist documentation.

  • We will provide you with a copy of the CC and supporting documentation. Additionally, it will be provided to council and the applicant via the NSW Planning Portal.

  • Contact Form to conduct mandatory critical stage inspections as required throughout build (minimum 48 hours notice).

  • Build is complete - contact Form to arrange the Final Inspection. We will provide a final inspection report detailing all certificates / items required for the Occupation Certificate (OC).

  • The Occupation Certificate (OC) authorises the occupation and use of a new building or part of a building and is required PRIOR to the use of the new building.
